Following the establishment of Chiba City and North Vancouver as sister cities in 1970, the Chiba City and North Vancouver Youth Exchange Program began. The program is two years, wherein students travel to their sister city one summer and host an exchange student the next summer. The relationship between these students lasts for years to come as they stay in touch and visit each other’s countries. Every August, four students and a chaperon from North Vancouver travel to Chiba to take part in the Three Generations Festival. To promote the Youth Exchange Program, the people of Chiba would like to showcase the Chiba Dance that is performed at their festival via livestream. 

1970年に千葉市とノースバンクーバー市が姉妹都市として提携したことを受け、千葉市・ノースバンクーバー市青少年交流プログラムがスタートしました。プログラムは2年間で、生徒たちは一夏に姉妹都市を訪れ、翌年の夏に交換留学生を受け入れます。生徒たちは連絡を取り合ったり、お互いの国を訪問したり、その関係は何年も続きます。毎年8月には、ノースバンクーバーから4人の生徒と付き添い1人が千葉に行き、親子三代夏祭りに参加します。青少年交流プログラムを促進するため、千葉の人々は、夏祭りで披露される千葉おどりをライブストリームで紹介したいとのことです。
